Add `qid::ResourceTable` "context" object (#17210)

The `ResourceTable` is the "context object" that stores all the actual
information about the `Qid`s from a given `QidSpace`, including tracking
all the alias-analysis rules, and enforcing consistency amongst the
bit layouts.

I spent some time going back and forth around how eager to pre-calculate
lookup tables / cache the DFS reachability of leaves / etc for the alias
analysis, and left it here with a view to optimise in the future when
we're more sure of performance characteristics.  We could make some
"build a cache of alias-analysis relationships" a possible method for
instances (such as MIR validation passes) that will want to do this many
many times.
