feat: make `Datagram` cloneable and comparable (#112)

Callers that send a handshake over several paths, or keep a handshake
response to replay it, currently have to copy the bytes out of a
`Datagram` because it can neither be cloned nor compared. Deriving
`Clone`, `PartialEq` and `Eq` lets them hold on to the `Datagram`
itself. Construction stays private to sanstun.
