fix: leave variables in run-container commands to the container shell

`holoscan run-container -- 'echo "$HOME"'` printed the host's HOME.
The CLI ran os.path.expandvars on the command on the host, so variables
the caller quoted for the container took host values. Pass the command
unchanged and let the container's shell expand it.
