ci: release with release-please and drop CHANGELOG.md (#41)

* ci: release with release-please and drop CHANGELOG.md

release-please opens and updates the release PR from Conventional
Commits on every push to master. When it is merged, it creates the
v<version> tag and the GitHub Release with the notes from the PR.
The Publish job then checks and builds the tagged commit, publishes
to npm via Trusted Publisher, and moves the major tag. It skips
versions already on npm and can be re-run manually.

Release notes now live only in GitHub Releases. CHANGELOG.md, the
Version Bump workflow, and the conventional-changelog dev
dependencies are removed.

* ci: gate release-please on checks and harden publish retries

* ci: reuse the Test workflow in Publish instead of a duplicate check job

Test no longer runs on push to master; Publish calls it before
release-please, so each master commit is checked once. Test gains the
typecheck step that only the check job had.

* docs(readme): point the CI badge at Publish

Test no longer runs on push to master, so its master badge would go
stale; Publish runs the same checks there.

* ci(publish): ignore lifecycle scripts when installing and publishing
