feat: Add support for Python 3.15

- Bump devenv nixpkgs to nixos-26.05, which provides python315.
- Add python315 to the CI matrix and `make test all`.
- Drop Python 3.10, which is no longer in nixos-26.05 and is EOL:
  require Python >= 3.11 and remove redundant version markers.
- Require watchfiles >= 1.2 on Python >= 3.14 for 3.15-compatible wheels.
- Build libcst (used by the pyproject.nix editable hook) with
  PYO3_USE_ABI3_FORWARD_COMPATIBILITY on Python >= 3.15, until nixpkgs
  ships libcst >= 1.9.
- Remove unused importlib-metadata and importlib-resources dependencies.
