docs(deps_only): describe what the placeholder crate actually does (#8120)

Description
---

Corrects the `deps_only` crate doc comment and the applications guide,
which claimed that `cargo build --bin deps_only` compiles every
workspace dependency to warm a Docker layer cache. Removes the guide's
"Building Dependencies Only" snippet that told readers to run that
command for caching.

Motivation and Context
---

The crate has only ever depended on `log` (since it moved to
`buildtools/` in #4405), so building it compiles nothing else. No
Dockerfile or CI job builds it: `tarilabs.Dockerfile` copies the
directory only so the workspace manifest resolves inside the image.

This came out of a security audit of the crate on 2026-10-14. The audit
raised no security findings at any severity (two files, no input, no
I/O, no `unsafe`, single `log` dependency,
cargo-deny/gitleaks/trufflehog clean on the package). The stale
documentation was the only actionable item.

The alternative is to delete the crate together with its
workspace-member entry in the root `Cargo.toml`, the `COPY` in
`tarilabs.Dockerfile`, the ignore entry in `scripts/source_coverage.sh`
and the guide section. That is a slightly larger change and can be done
in a follow-up if preferred.

How Has This Been Tested?
---

`cargo build -p deps_only --locked`, `cargo fmt -p deps_only -- --check`
and `cargo doc -p deps_only --no-deps --locked` all pass. Docs-only
change otherwise.

What process can a PR reviewer use to test or verify this change?
---

Compare `buildtools/deps_only/Cargo.toml` (only `log`) against the old
doc comment, and `grep -rn deps_only .github buildtools scripts` to
confirm nothing builds the binary.
