* fix(ansi): always resolve relative URL

Fixes #637 by resolving the URL before rendering, using the resolved URL for the href always.

* test(ansi): update golden files with links

id changed on hyperlinks so golden files need updating.

* fix(ansi): always resolve relative image URLs

Resolves PR feedback to fix image URL resolution as well as additional tests.

* fix: don't resolve if there is no BaseURL
