🎨 Re-templated by kettle-jem (full template, ruby 2.4 floor) + extract runtime grouping primitives

[kc] kettle-jem/template: full initial template application:
  - workflows, modular gemfiles, appraisals, rake tasks, spec harness

Library extracted from turbo_tests2 (drops its parallel_tests dependency):
  - RuntimeGroups.process_count: explicit count > PARALLEL_TEST_PROCESSORS
    > Etc.nprocessors (raises on invalid, matching parallel_tests 5.x)
  - Pids/PidFile: file-backed worker pid ledger with read-before-write
    semantics (fixes the parallel_tests Pids overwrite bug)
  - RuntimeLog: path:seconds reader and minimum-merge writer
  - Grouping: largest-smallest balanced grouping, semantics identical to
    parallel_tests 3.5.2-5.8.0 (runtime/filesize/found, allowed_missing
    budget, average fill for unknown runtimes), deterministic tie-breaks
  - Options: .rspec_parallel et al. discovery as public API

Suite 62/0, coverage 99.19% line, family lint green.
