Docs: tuning guides, tailsitter guide, AGENTS lessons from #343 (#401)

Adds `docs/tuning/` for per-airframe-type tuning guides, starts it with
a tailsitter guide, and records this session's lessons in AGENTS.md.

## Tuning guides

- `docs/tuning/README.md`: an index of guides per airframe type. The
airframe code stays the authority for values: its comments hold the
value in use and the flight (`#n`) that set it.
- `docs/tuning/tailsitter.md`:
  - **Why tailsitters differ:** the elevons only work in the prop wash.
- **Setup:** frame and mapping checks, live tuning through `just bridge`
+ QGC, `--record` columns, and the repeatable transition mission.
- **Seven steps in order:** hover thrust, hover rate loops, hover
attitude, hover thrust limits, plane cruise and airspeeds, forward
transition, back transition. Each has a table of param, config field and
eXplora value, with the reason behind the value and the symptoms that
point to it.
- **Back transition:** the method for stepping `TRAN_VT_THR` and the
#343 flight table (0.84 / 0.6 / 0.7 / 0.75).
- **Transition limits and a symptom-to-knob table.** Links to #399 and
#400.
- Linked from the AGENTS.md doc homes, the README's eXplora entry, and
the `explora_vtol()` rustdoc (absolute URL, for crates.io).

## `stable-flight-sim` README

- Limits: the tailsitter's elevons keep low-speed authority the eXplora
lacks (#399).
- The `tailsitter_transition` row covers #398's back-transition tests
(climb band, thrust stays on, stalling ramps on the sink guard).

## AGENTS.md (from #343)

- Doc homes: `docs/tuning/` is a doc home, and a tuning change to an
airframe updates its guide in the same PR.
- Testing:
- A band or tuning that trades climbing against sinking is biased toward
climbing.
- A mutation check whose threshold reads the mutated config can fail for
the wrong reason, so name the intended failures.
- Flight checks:
- Comparable runs: one knob per run, the same script, `--record`, a
