signals: until/refresh stop retaining the lane engine; until waits on unconfirmed lane derivations (#4076)

* signals: truth reads apart from the lane engine; until waits on unconfirmed lane derivations

until() and refresh() imported truthRead from lanes.ts, so any app using
them retained the whole lane engine (+4.8 KB minified) with no optimism.
The truth helpers move to a side-effect-free core/truth.ts.

A truth read of a lane derivation that is not yet the truth now waits
(NotReadyError) instead of returning the value from before the guess
(D-31). Adds a size scenario for until/refresh without optimism.
