fix(ci): run pull request CI through a single merge gate (#841)

The main ruleset requires one status check, ci-gate, but eight
workflows each defined a job with that name. A required name cannot
express "every one of these that should have run did run and passed":
a workflow filtered out by its own paths posts nothing, and a slow
workflow's gate does not exist until its needs finish while a fast
workflow's gate is already green.

merge-gate.yaml is now the only workflow that runs gating CI on
pull_request. Its check-paths job picks the component workflows a PR
needs and calls each through workflow_call, paired with a -skip job,
and one ci-gate job needs them all. A called workflow reports one
result that rolls up every job inside it, so the Kubernetes versions
operator-ci expands at runtime need no listing. ci-gate also fails when
check-paths fails, which previously skipped every job and passed.

operator-ci, agent-ci, tools-ci, security-checkov, agentless-container
and lint-ci drop their pull_request triggers and ci-gate jobs; their
push and tag triggers are unchanged. agent-ci keeps its two-way
assertion on the registry jobs as agent-gate. Commit linting stays a
separate workflow because it reruns on title and body edits, and is
required in the ruleset by its own name.

Operator coverage artifacts gain an operator- prefix so agent-ci's
coverage artifact, now in the same run, is not merged into the
operator total, and a Coveralls outage no longer fails the gate.
merge-gate drops its branches filter so stacked PRs still get CI.
