Fit HiFrame to the viewport and fix dev server on Node 24

HiFrame tried to size the iframe to its content, but every framed app is
cross-origin, so contentDocument was always null and it retried forever at
the default 150px height. It now stretches the iframe to the bottom of the
viewport and refits on window resize.

npm start crashed on Node 24 because webpack-dev-server 2 (react-scripts
1.1.4) eagerly loads http-deceiver, which uses the removed
process.binding('http_parser'). Upgrade react-scripts to 5.0.1, point
.eslintrc.json at CRA's react-app config instead of the missing
babel-eslint parser, and fix the lint errors CRA now enforces.
