Check checklist and poll text for spam (#477)

* fix(events): check checklist and poll text for spam

checklist and poll messages carry their text outside msg.text, so transform
produced an empty message and the listener dropped it before any spam check.
checklist spam (title plus tasks with a t.me link) went unchecked on radio-t.
transform now appends checklist title and tasks, and poll question,
description, options and explanation, after caption and rich message text.
forwarded admin-chat diagnostics run checks on the transformed text instead
of the raw empty text.
