kernel_params: validate nvrc.smi.srs as a boolean

nvrc.smi.srs was stored as a raw string and handed to
`nvidia-smi conf-compute -srs` unchanged, the only kernel parameter
passed through unvalidated. nvidia-smi accepts 0 or 1, so parse the
documented boolean spellings strictly and fail the boot on anything
else instead of leaving every GPU silently NotReady.

The README described the option as a "Secure Randomization Seed". It
sets the Confidential Computing GPU Ready State after attestation,
which is what Kata passes as nvrc.smi.srs=1.
