Reject duplicate qubits in CommutationChecker (#16614)

* Reject duplicate qargs at the PyO3 boundary

Validate duplicate qargs in the public `commute` entry point after
qubit conversion, before sparse-observable remapping can panic.

Keep the core `CommutationChecker::commute` implementation and the
`commute_nodes` path unchanged so internal transpiler callers do not
incur validation overhead. Map duplicate-qarg failures to `QiskitError`.

* Add check_inputs option to public commute boundary

Allow callers to disable duplicate-qarg validation at the PyO3
py_commute entry point (default True) so large public inputs can opt
out without touching the core commute/commute_nodes hotspot.

* Parameterize duplicate-qubit regression cases

* Update releasenotes/notes/reject-duplicate-commutation-qargs-04e5479d818e95e6.yaml
