feat(api): Add dialing listeners, TLS blocks, SIP registrations

- Add `TLSConfig` (cert, key, ca, sni, insecure, pqc_mode) and use it
  as the `tls` block of listeners, clusters and tunnels: the listener
  cert/key/pqc_mode and the tunnel insecure/sni move into it.
- Make a cluster with a `tls` block dial TLS over TCP and DTLS over
  UDP, verified by its CA and SNI, with an optional client cert.
- Give TCP dials TCP keepalive and let UDP dials bind a local address.
- Add the listener `connect` block (address, tls): `dialer.NewListener`
  makes the socket of a dialing listener, which dials its peer through
  a dialer of its own and redials whenever the conn closes, with a
  restart backoff.
- Drop the 3478 default listener port: an accepting UDP, TCP, TLS or
  DTLS listener must set a port, a dialing one defaults to ephemeral.
- Add `sip.registrations` (name, auth, aor, expires with a 600s
  default) and the `sip.registration` listener label.
- Add the SIP server `lb_policy` (default ROUND_ROBIN).
