Accept a stub body that returns after wire.Build

Google Wire takes an injector body that calls wire.Build as a statement
of its own and then returns. A stub in that form produced no
constructor and no error, so the run silently skipped it. ADR-011 says
that a stub states its providers exactly as a Wire injector does, so a
stub now takes every body form that Wire takes.
