Withhold the signature when a None dimension changes an op's meaning (#1067)

The shape-taking ops counted only the arguments in which a None
dimension raises. Several of the others accept None and compute
something else: a float maxval of 1, a square eye, one_hot's default
on_value and off_value, an unseeded random op, and a sequence_mask as
wide as the longest length. A changed meaning makes the signature as
unwritable as a raise, so every argument a dimension can fill now
counts except dtype and name, tf.sequence_mask joins the ops, and the
float-maxval special case goes away.
