Gate current panels on source freshness

Require recent successful source observations before showing current
vehicle counts and per-feed speed values. Expose the latest OBA
vehicles request outcome and preserve successful zero counts.

The freshness window is three collection intervals with a 60 second
floor and no upper cap, so long intervals do not make healthy panels
flicker. Add promtool tests for the panel queries.

Fixes #161.
