Add strict parse option and adopt test schema 0.2

ECMA-427 Clause 5.6.6 requires lowercase qualifier keys. The 0.2 test
suite expects "required" tests to reject such input and "recommended"
tests to normalize it. A strict option on new/2 covers both.
