Erlang check (#27)

Before downloading and starting RabbitMQ, we'll do a Erlang version check consisting of:

* Confirming Erlang is installed and accessible in the host system. If this fails, the process is aborted.
* Determining the Erlang version in the host meets the requirement of the version of RabbitMQ to execute. If not, the process is aborted.

Predefined versions specify a min required version according to https://www.rabbitmq.com/which-erlang.html (except for `v3.4.x` since it's unknown).
Custom versions (as when manually defined artifacts to be downloaded) won't enforce an min. Erlang version check; however, Erlang existence will always be checked.
