fix(testutil): clear the saved location in RestoreTimeLocal

RestoreTimeLocal() restored time.Local but left timeLocBak set, so the next SetTimeLocal() panicked with "time local already set" and a test could not be repeated in one process (go test -count>1). It now clears the saved value, so set and restore can be used repeatedly; the CHANGELOG entry is updated too.
