Map WFP admin names that RapidFuzzMatcher gets wrong (#32)

Raise hdx-python-utilities to 4.2.1, which matches single-letter
direction initials (ETH "E. Shewa" -> East Shewa).

Pass per-level AdminLevel config from admin1_config and admin2_config:
admin_name_mappings for names matched wrongly or not at all (YEM Al
Hudaydah -> YE18, not Al Bayda; pre-2020 Ukrainian raions -> the raion
that absorbed them) and admin_fuzzy_dont for names with no COD
equivalent (pre-2025 Burundian communes, split regions GHA Brong Ahafo
and MDG Vatovavy Fitovinany).

When admin1 is blank and admin2 matches, take admin1 from the admin2
p-code's parent. This fills admin1 for 647 of 11,494 live markets, eg.
NPL "Province No. 1" markets get NP01 and NIC Atlántico Sur markets get
NI93.

Add a 393-market regression set (tests/test_admin_matching.py) built
from the markets whose codes changed between prod (hdx-python-country
4.1.3) and stage (4.2.2).
