Check single-letter initials in place_name_scorer (#63)

place_name_scorer now checks single letters at the start or end of the
query with expand_initials. A leading letter must be the initial of an
unmatched word in the possible name ("e shewa" matches East Shewa, not
West Shewa) and a trailing letter must be in it ("region iv b" no longer
matches "region iv a calabarzon"). Letters between words, and names that
differ only in spaces and punctuation, are not checked.

Add the match() calls AdminLevel made for hdx-scraper-wfp-foodprices
market admin names as a test fixture.
