Add base definition of `Qid` (#17209)

This defines the base `Qid` identifier storage, without the resource
tables that will accompany it to complete the semantics (and with
correspondingly as-yet incomplete documentation on those).

`Qid` is a fundamental type, will be used in many places, and will
likely feature at future FFI boundaries, so I've taken some immediate
care to set it (and its derived `QidBit`) up with suitable memory
layouts, including making the niche optimisation possible in `QidBit`,
which naturally will often be contained in `Option`.

The 2:30 bit split of `Qid` is because we expect the number of spaces to
potentially expand (hence not using a single bit), such as a potential
new type for ad-hoc "function-argument" qid tables, or some other
temporary binding that can be resolved at compile time.  Extra spaces
_may_ not use the full 30-bit width of the values, if we decide we need
more spaces / more special forms in the pattern.
