feat(query): support column meaning metadata in local API (#376)

The local project query API now advertises semanticModel support, allowing the web column meaning editor to save portable MeaningGraph and ModelSpec metadata through the existing revisioned query store. An authenticated adapter regression test verifies the complete bundle survives reading alongside the existing branch-switch protection.

Validation: full CLI Go suite passes with 93.4% total coverage; the focused local adapter test passes. Core dependency uses the published provider release.
