fix(protocol): serialize GOST UDP tunnel writes

Protect complete UDP-over-TCP frames with a shared write mutex and
synchronize header cleanup with active writers.

Add regression coverage for concurrent public write methods, frame
integrity, byte counts, short writes, and write errors. Document the
equivalent write-serialization risk in upstream GOST.
