feat(query): persist validated column meaning metadata (#366)

Add a bounded semanticModel query bundle containing MeaningGraph definitions, ModelSpec result fields and column mappings. Validate references, deterministic output coverage, unknown members and credential-bearing text before existing atomic revisioned persistence. Preserve CAS and operation replay; advertise the supported wire capability. Focused datatug, filestore and dto package tests pass. Independent review fixes cover total size limits and complete field coverage. Export fixtures pass ModelSpec and the MeaningGraph draft-2 reference checker; the released MeaningGraph CLI remains draft-1-only.
