Require PyDev 9.3.4 (#1057)

* Require PyDev 9.3.4

#1056 moved hybridize.target to PyDev 9.3.4 but left the bundles accepting 9.3.3. Each PyDev import in the bundle manifests now requires [9.3.4,10.0.0), and the feature's PyDev imports require 9.3.4 with match="compatible", which bounds them below 10.0.0 as the manifests do, where greaterOrEqual left them unbounded.

* Bound the evaluator's requirement on org.python.pydev.ast

Its Require-Bundle entry had no bundle-version, so it accepted any PyDev. It now requires [9.3.4,10.0.0), like every other PyDev bundle requirement.
