refactor(handler): Use the TURN URIs of the API

- Build the ICE servers from the TURN URIs of the listeners, grouped by their credentials.
- Mint every credential of a request with the same expiry.
- Override the public addresses on a copy of the listeners of the config.
- Skip a listener without a public address instead of advertising its listen address, and say so in the README.
- Leave the separator out of the username of an anonymous ephemeral credential.
