Add encoders fuzz target and fix QP/yEnc line-length bugs

QuotedPrintableEncoder could emit lines of up to 78 characters when an encoded triplet landed near the end of a line, before a line break, or at Flush. YEncoder never wrapped lines when maxLineLength >= 254 because its line counter was a byte.
