feat: target reports (#857)

Relates to #409

Adds the TargetReport API and controller

A TargetReport is a namespaced object with the same name as its Target.
It is a single full snapshot owned by the agent. It contains: Preflight
check results, and the status conditions of OCIRepository/HelmRelease
pairs it observed.
The TargetReport can be extended in future updates to include more
information like Cluster Capacity etc.

What the controller does:

- Reads each report and reduces its Preflight checks to a single
PreflightReady condition on the Target. (This condition can be used to
gate new deployments to the target)
- Watches Target creates so a report that lands before its Target still
gets reconciled instead of silently stalling on a missing Target.
