Prepare develop branch. (#112)

* Prepare develop branch.

Enforce PR must come to from develop branch to main branch.

PR targets main only allowed from release branches.

* Address PR comments.

* Include development guide.

* Block is publish unless it publish is out from release/v*.*.* branch.

* ci: publish only from releases targeting their release/v*.*.* branch

Name release branches release/vX.Y.Z and update the release workflow docs accordingly.

* slightly adjust release workflow

* align contirbuting.md filename with other plugins

* remove reference to pynxtools master branch
