ci: run the full Rust Gatekeeper test suite (#1394)

* ci: run the full Rust Gatekeeper test suite

CI ran only the mongo_backend and chain_reorg integration targets and the
convergence:: library tests. The other 11 integration files and 87
library tests never ran in CI, which hid a test failing in most local
runs (#1390).

Rename rust-mongodb-test to rust-gatekeeper-test and run every library
and integration test, skipping convergence:: (agent-convergence-proof
runs those, on the same paths). A second step runs the MongoDB and Redis
backend targets against service containers; Redis was not covered
before. The path filter now includes the convergence, fixture and
gatekeeper vector files the Rust tests read.

The job is to become a required check, and a workflow skipped by a path
filter never reports, so a required check would wait forever on PRs that
don't touch Rust. Run on every pull request and push to main instead, and
skip the cargo steps when the change touches none of the paths the old
filter listed. A multi-commit push to main always runs the tests.
