Move to Go 1.27 and bump all tooling to latest

golangci-lint v2.12.2 pins golang.org/x/tools v0.44.0, which cannot read
the Go 1.27 export data format, so typecheck failed on every stdlib import.

- go.mod and CI: Go 1.27 (go-cross matrix 1.27 / 1.x)
- golangci-lint v2.14.0, goimports v0.52.0, gofumpt v0.12.0,
  goveralls pinned to v0.0.12 instead of @latest
- actions/setup-go v7.0.0 and actions/checkout v7.0.1 pinned by SHA
- Install golangci-lint and yaegi with CGO_ENABLED=0
- .golangci.yml: migrate to the v2 schema (exclusions, formatter
  settings) and replace deprecated gofumpt extra-rules with
  extra.group-params
- Makefile: quality fails first when golangci-lint is not the pinned
  version, before formatters rewrite files
- alias.sh: resolve package names once via go list instead of shelling
  out per import from awk
- README: updated version requirements
