ci: adopt webcrypto-core version-bump/release flow (#29)

* ci: adopt webcrypto-core version-bump/release flow

Replace the one-shot release workflow with the two-step flow from
webcrypto-core: a manual Version Bump workflow opens a release PR with
the bumped version and generated CHANGELOG, and the Release workflow
publishes to npm, tags, and creates the GitHub Release once that PR
merges.

- extract release notes from CHANGELOG headings of any level
- run check:es before publishing
- check generated package exports are committed in test workflow
- regenerate CHANGELOG.md with the angular preset

* ci: share verify steps via composite action

Move install/lint/format/typecheck/build/es-check/test into
.github/actions/verify so test.yml and release.yml run the same checks.
