Add HTML tokenizer and text converter fuzz targets and fix bugs they found

* New html-tokenizer and text-converters fuzz targets (with dictionaries and an
  AngleSharp-based oracle that cross-checks HtmlToHtml output).
* TextToFlowed: space-stuff lines starting with '>' and don't break long words
  unless the line would exceed 998 characters.
* TextToHtml/FlowedToHtml: honor DeleteEndTag for still-open blockquotes and
  don't emit nested blockquotes inside suppressed content.
* HtmlToHtml: fix foreign-content breakout and explicit end-tag handling.
* HtmlTokenizer: terminate empty CDATA sections in foreign content.
* HtmlDocTypeToken: quote identifiers correctly on output; setters now reject
  values that cannot be written as a well-formed DOCTYPE.
