test(gatekeeper): make the Rust duplicate-branch sync test deterministic

sync_processing_rejects_duplicate_previd_branches cloned the full
resolution result into each update, signing didResolutionMetadata.retrieved
(the wall-clock resolve time) into the operations. Their CIDs differed on
every run, so the smallest-CID branch, and the added/rejected counts that
the test pinned, varied: it failed in 8 of 10 local runs.

Sign only the document components, as both Keymasters do, and assert the
protocol rule itself: delivering the three branches in two different
orders accepts the same branch, with one version added on top of the
genesis and nothing left pending.
