build!: migrate from rollup to tsdown (#27)

* build: migrate from rollup to tsdown

Replace the Rollup + rollup-plugin-typescript2 + rollup-plugin-dts
pipeline with tsdown, following the PeculiarVentures/ssh setup.

- emit build/index.js (CJS), build/index.mjs (ESM), index.d.ts/.d.mts
- add package.json "exports" map; validate types with attw on build
- switch tsconfig to ES2022 / Bundler resolution, add typecheck script
- run typecheck and build in CI

BREAKING CHANGE: output files renamed from build/utils.js and
build/utils.es.js to build/index.js and build/index.mjs, and the new
"exports" map blocks deep imports into build/.

* ci: pin runners to ubuntu-24.04 and bump GitHub Actions

Pin ubuntu-latest to ubuntu-24.04 for stable CI, and update checkout/setup-node to v7.

* build: target node 12 and use strict attw profile
