* sec: bump x/net to v0.61.0, x/crypto to v0.58.0, x/text to v0.43.0

* sec: add permissions: read-all to GitHub Actions workflows

* ci: narrow workflow permissions from read-all to contents: read

Replace broad `permissions: read-all` with least-privilege
`permissions: contents: read` in the three workflow files, as
suggested by the PR bot security review.
