Reject ambiguous route ids in ConfigBuilder::add_controller()

The id of a route must be unique, and must not be the action of another
route: resolving a string against ids and actions is ambiguous
otherwise, and Memoize/Compiled and a plain provider disagree on which
one wins. A route whose id is its own action is allowed.
