* fix(web): a shared-cacheable GET server-function response skips the traceparent Server-Timing entry (#3985)

A GET (or HEAD) server-function response whose departing Cache-Control
lets a shared cache store it (`public` or `s-maxage`, matched as whole,
case-insensitive directives; `no-store` and an unqualified `private` win)
no longer carries the request's trace entries in Server-Timing. The
decision is made before the commit seam, from the response's own
Cache-Control or the event stub's it gap-fills from, by turning off the
request trace record's emit, so no trace byte is written and the app's own
Server-Timing entries are untouched. getTraceContext() is unchanged. POST
responses and documents are unchanged; no new API.

* fix(web): treat a storable CDN-Cache-Control as shared-cacheable for the trace (#3985)

A GET whose CDN-Cache-Control (RFC 9213) lets a CDN store it is replayed
to every viewer even when its Cache-Control is private, so it withholds
the request's trace too.
