feat: add optional devices and mounts for Modules

A Module's docker-run-args, and a mode's run.docker_run_args, also reach
the container that runs `holoscan build`. A device listed there makes
builds fail on hosts without it, such as CI.

Modules can now list host paths in [tool.holoscan] optional-devices and
optional-mounts. Every container gets each path that exists on the host,
added with --device or bind-mounted at the same path, as the CLI already
does for common capture devices and vendor libraries. Missing paths are
skipped, and paths the CLI already adds are not repeated.
