fix(release): open tap bumps as PRs from per-release branches (#884)

Both tap-bump blocks set branch: main with pull_request.base.branch:
main, so GoReleaser committed the Formula and Cask bumps straight to
main through the Contents API. The v0.3.6 and v0.4.0 bumps landed
unsigned and unreviewed, which only worked because the token owner is
a repo admin and bypasses the Main ruleset.

Each bump now goes to its own per-release branch
(brew/holodeck-formula-<version>, brew/holodeck-cask-<version>) and
opens a PR into main, so the token needs only Contents and Pull
requests write. skip_upload: auto keeps prerelease tags out of the tap.

The bump commits stay unsigned because GoReleaser sets nvidia-ci as
committer; docs/release.md documents re-signing them through upstream
before merge.
