Allow pinning conductor.ev3.enable via REACT_APP_CONDUCTOR_EV3_ENABLE (#4465)

Every other Conductor flag (conductor.enable and the three directory URLs) can be pinned by a deployment's build configuration and is then shown as "set by deployment" on /features. Only conductor.ev3.enable was a plain per-user toggle defaulting to off. This wires it up like conductor.enable and REACT_APP_CONDUCTOR_ENABLE.

It changes no behaviour until REACT_APP_CONDUCTOR_EV3_ENABLE is set. It is the one difference between Source Academy @ NUS's frontend and this one, so that NUS can build this repository directly.
