ENH: Add support_enumeration for N-player games (#30)

* ENH: Add support_enumeration for N-player games from GameTheory.jl 0.8

Add `support_enumeration`, which computes all Nash equilibria of an
N-player game with N >= 3 by support enumeration, calling the new method
in GameTheory.jl 0.8 with an `HCSolver`. 2-player games are not
supported, as `quantecon.game_theory.support_enumeration` runs the same
algorithm at the same speed.

Require GameTheory.jl 0.8 and GameTracer.jl 0.3.

Convert the `seed` option to `UInt32` in `hc_solve` and
`support_enumeration`, as required by `HomotopyContinuation.solve`;
previously, `hc_solve(g, seed=1)` raised a `TypeError` in Julia.

README: `support_enumeration` replaces `hc_solve` in the list of
functions and in the N-player example.

* DOC: State that support_enumeration finds all equilibria of a regular game

* TST: Add seed test for hc_solve, sharpen tol and ntofind tests

- Test `hc_solve` with an integer `seed`, which raised a `TypeError` in
  Julia before the conversion to `UInt32`.
- Replace the `tol` test for `support_enumeration` with one sensitive
  to whether `tol` is forwarded: a 2x1x1 game where a pure profile is an
  equilibrium only within the looser tolerance.
- Extend the `ntofind` test to 0, 5, and 8, stopping after mixed
  equilibria and within the solutions of the fully mixed support.
- Document the range of `seed` as `[0, 2**32)`, as required by
  `HomotopyContinuation.solve`.
