fix(gatekeeper): release history lock between Rust status-scan chunks (#1381)

The Rust status scan held history_lock for the whole pass over every DID,
blocking DID resolution, /dids and event processing for the scan's full
duration (13-45s on a ~35k-DID node, every minute by default). The
TypeScript scan already takes the lock one 32-DID chunk at a time.

Runtime scans now take the lock per chunk and yield between chunks. A
generation counter keeps a scan that overlapped an invalidation from
caching its counts, runtime scans are serialized, and a /status request
that waited on a scan reuses its result. The status loop logs the result
it computed rather than scanning again.
