fix(keymaster): pin bitstring below 5.0 for bolt11

bitstring 5.0.0 (released 2026-10-11) removed ConstBitStream, which
bolt11 2.2.0 imports without capping the bitstring version. Fresh
installs of the Python Keymaster now fail at import, breaking the
Python unit tests and the Python Keymaster test images. Pin bitstring
to 4.4.0, matching the other exact dependency pins.
