build(deps): bump github.com/chromedp/chromedp from 0.16.0 to 0.20.1 (#103)

Bump github.com/chromedp/chromedp from v0.16.0 to v0.20.1 in the
test-only internal/interop/oidcrp module. chromedp v0.20 requires the
typed github.com/chromedp/cdproto v0.157.8, which is why the cdproto bump
alone (#101) could not build against chromedp v0.16.0, and it replaces
the action API with a generic one.

Port the opt-in binding-cookie browser test (OIDC_BROWSER_TESTS=1) to
that API without changing what it asserts: `Run(ctx)` becomes `Do(ctx)`,
the `ByID` lookup option becomes the `chromedp.ID` selector type, `Text`
returns the text, and `network.GetCookies` is run with `chromedp.Call`.
Verified with Chrome on Go 1.26.5 and Go 1.27.2.

No production module depends on chromedp.
