test(oidc): migrate the browser test to the chromedp v0.20 API

chromedp v0.20 moves to the typed cdproto v0.157.8 and a generic action
API: `Run(ctx)` with no action becomes `Do(ctx)`, `Run` takes one
`Action[T]` and returns its value, the `By...` lookup options become
selector types (`chromedp.ID`), `Text` returns the text instead of
filling a pointer, `ActionFunc` is gone and a cdproto command is a
`cdp.Command[P, R]` value run with `chromedp.Call`.

Port the opt-in binding-cookie browser test to that API without
changing what it asserts: the same login steps, the same callback
result and the same check that no `__Host-oidc-` binding cookie is
left after the callback. Verified with Chrome (OIDC_BROWSER_TESTS=1)
on Go 1.26.5 and Go 1.27.2.
